Welcome to the programme newsletter
Welcome to the latest edition of the Humber Acute Services programme stakeholder newsletter. In it you'll find the latest news and updates about the programme, alongside information about how you can get involved, share your ideas or ask questions.

This issue will provide update on the pre-election period of sensitivity and guidance.

Pre-election period guidance and how it affects the Humber Acute Services programme
A pre-election period of sensitivity occurs in the weeks leading up to an election or referendum. During this time local authorities, government departments and other public bodies, such as the NHS are advised to be considerate with their activities and are provided with guidance around the use of resources, developing new policies or making big changes, launching consultations and the holding of some events involving officials. The reason for the period of sensitivity is to avoid influencing or affecting the outcome of the election.

The exact time period of heightened sensitivity is dependent on the type of election that is being held and is set by Local Authority when they give formal notice that an election will take place.

There will be local elections taking place across the Humber including:
  • throughout the East Riding of Yorkshire area which will affect all Ward, Town and Parish councillors.
  • across North Lincolnshire, affecting all Ward councillors.
  • across North East Lincolnshire, affecting 15 out of 42 Ward councillors.
  • throughout Hull, affecting 19 out of 21 Ward councillors.
Local elections are due to take place on 4 May 2023 and each local authority is responsible for giving notice of these, as such the pre-election period may vary slightly. Further information is below:

East Riding of Yorkshire – Notice of Election anticipated 17 March.
Hull – Notice of Election anticipated 27 March
North East Lincolnshire – Notice of Election anticipated 20 March.
North Lincolnshire – Notice of Election anticipated 27 March.
York – Notice of Election anticipated Monday 27 March.

For the Humber Acute Services programme, this means that whilst we are still working hard in the background, you may hear from us a little less over this period. Our Ask a Question process will remain open and wherever possible we will endeavour to provide answers to any queries or concerns you have about the programme during this time. We will not, however, be publishing any proposals or holding any proactive engagement events during this period as we seek to respect the guidance and the integrity of the election process.

Can you help?
We have been listening to feedback and ideas from people across the Humber over the past 18 months and these have really helped to influence our emerging ideas.

As we develop these ideas for how services could look in the future, we will be continuing to reach out to particular groups within our community, to help us better understand how they may be impacted by any potential changes to acute hospital services. Throughout our work we are seeking to listen to all communities and individuals and reduce health inequalities in the Humber area.

The groups we would particularly like to engage with include:
  • People living with serious and enduring mental illness
  • People living with poor mental health, including parents and carers.
  • Adults and children with learning disabilities or difficulties, including parents and carers.
  • People from black, Asian or minority ethnic backgrounds
  • People who identify as LGBTQ+
  • People affected by homelessness.
How can you help?
  • Do you work with or support any of these groups, or know someone who does?
  • Do you know of any pre-existing groups we could attend?
  • Would you like to be involved and represent the voices of the people you work with?
